There are kinda 2 answers to your question.

1) Yes, they do have lateral float, both road and mountain pedals. Those who are Time aficionados (myself included) like that feeling, while others are bothered by it.

2) It was the case in the past that cleats for road pedals at least had two Q settings. If you installed a particular cleat on the R foot it was lower Q, on the L foot higher Q.
