Emphatically NO!!! It is essential that people continue to put wheels in

the follow vehicles. Right now there are 20 sets of wheels. If there are 5

fields on a course at a time that will be only 4 sets of wheels for each

field. Even if we do purchase 10 more wheels (which I think is too much

expenditure for a program that is currently losing money) that number would

only go up to 6. Some will be 9 speed and some will be 10. People need to

continue to bring wheels for the follow vehicles.



It is a mistake to think that we can set up an OBRA program that will

provide all the neutral support wheels. The cost of such a program is way

too high, especially given that we do not currently have a revenue stream

associated with it. We need to create a steady stream of income to cover the

cost of this program. "Wheels in or pay a buck" seems like the way to go to

me.

The wheels are available to any race in Oregon that participates in the OBRA

equipment program. They are definitely NOT just available to the Portland

Metro area races.



I think that we need to institute a program of charging riders $1 unless

they put wheels in the follow vehicles. It is a mistake for us to set up a

system that encourages riders to think that spare wheels will be provided

only by OBRA since it will be VERY costly to purchase and maintain enough

wheels to provide all the neutral support. If we do the "wheels in or pay

a buck" then people will realize that they need to contribute specifically

to that program.

I think that a one dollar taxation if fair. That tax can be applied to all races that the wheels will be at. That way if there is a race that the wheels aren't at, those racers don't need to pay. Maybe people that bring their own wheels and show them at registration can get a tax refund. :) That way people are still encouraged to bring their wheels to the race.

There have been flats in every group. This is a new program, we can grow it

if it seems that it is what the membership wants. But do the math.

$1 for a second chance at a race is cheap. Where it is nice to think

everybody would chip in for the wheels out of the kindness of their heart,

historically 'social benefit' programs have funding problems. If they

didn't have troubles all our schools would have funds and everybody would

eat every night.



I think raising the entry fee one $1 for all road races is a good proposal.

However what about all the races outside the Metro area that would not have

access to the wheels? Some might feel like throwing a 'tea party', over the

lack of representation at the other races. Here is a question to Candi and

race promoters. What if a race promoters rented the wheel sets for their

race and it would be up to the promoter to adjust the entry fee to cover the

cost of renting the spare wheels?   A similar practice works for the OBRA

van. This suggestion is not as easy to implement as a flat $1 increase.



I'm sure there are caveats I do not understand but it is a suggestion for a

program which is a wonderful benefit to us racers and most of us would be

disappointed to see slip away. Racers remember even if you raced 25 races

and are only charged $1 more per race, it is a whole lot cheaper than a

wheel set.
