If there are not going to be enough wheels, what is the point of the
program. To support people who are too lazy to bring wheels?

From what I understand, there are not enough wheels to adequately support

FIELDS ADEQUATELY!
Bottom line...we need to get money so we can make this program work. The
donation jar hasn't cut it so far. Eventually everyone will benefit so
everyone should pay. We just need to supplement (BRING A SET OF WHEELS!) the
program until it is up to speed.

Charge the $1 for everyone regardless if they bring wheels. It is very
little to ask and eventually we will get enough money to have the right
amount of wheels in all the common configurations for each category. I am
assuming this is the ultimate goal? Of course we will also need some money
and mechanics' time to keep them in good condition. I'd be happy to
volunteer to maintain some of them on a regular basis. Let me know who to
contact if this service is needed. I am at most of the races. I have some
vise-grips! :)
I will still bring a set of wheels to put in until I here there is enough to
adequately support all of us.

My two cents worth is that I always bring an extra set of wheels to a race.
I think that everyone especially in the cat 3 and above, or those who race a
lot should do the same. I mildly oppose the surcharge, as I think it is the
racers responsibility to bring wheels. As an official, I don't like the
"wheels in wheels out" rule it is too tough to figure out for the racers,
team mates with wheels in, and of course for the support folks just to leave
someone out on the course with a flat tire.
It is also a problem getting your wheel back after the race, especially if
someone leaves it on the bike and the support person did not write the
number down, or if the racer forgets the wheel at the race and the promoter
is stuck getting it back. For those reasons it is great to have the OBRA
wheels.
It is a great program, I just don't want it to become the norm that people
are not expected to supply an extra set for there race. If the field is 30
or more and there are a half a dozen fields the OBRA wheel supply is too
skimpy. On a 60 mile road race with 50 racers, there should be at least 10
sets of wheels. The 5 sets could go fast on some roads/conditions.
