Thank you for the clarification. After speaking with Jordan, I thought secondary number could be folded.

When racing in a road race, using both numbers provided by OBRA is required. I have been asked many times when I check numbers why it's a big deal. The primary number is the number seen by the camera. That number cannot be folded. However, the secondary number should be low on the back and it can be folded. This number needs to be visible to the officials in vehicles. This number can by folded as to allow you access to the pockets on your jersey.
