This is even stranger than the ban on propane fire pits. Propane cooking devices, such as a two burner camp stove, require a permit and are in the same category as burn piles?!
I contacted the Cascade Locks Fire Chief regarding whether propane heaters fall into the same category as wood fires or propane fire pits. When I talked to her on the phone, she said that propane heaters are allowed, "as long as they are not used for cooking."
She then followed up with the email below:
"Propane heaters do not require a permit. Burn piles, burn barrels,
and propane cooking devices are the only things that require a permit of
any sort.

So, while you can't use a propane stove or fire ring, something along the lines of a Mr. Heater that runs on propane is perfectly legal at the race.
