Car rental in Europe

They hit me with that in France. Picked up in Orleans and dropped it off in

Paris. Had no choice...the trains weren't running because of a strike.

We are planning a trip to France and Italy this summer, and for a

portion of the trip need to rent a car. The intent is to pick the car

up in France and drop it off in Italy approximately 1 week later. Based

on what I have encountered in attempting to rent the car, the "Drop-off"

charge exceeds the cost of the car rental. (Essentially a $250/week

rental plus $80 in taxes plus $300 "Drop-off" Charge") Is this normal?
