You can buy a product called framesaver. Strip the bike down to the bare
frame and put about 3-coats of this stuff in and let it sit. This is the
only option that I know of to ensure that the frame won't rust. Most local
bike shops should also know about this.

I think this is a solution in search of a problem. I've been riding a
'93 Land Shark (Prestige steel) in the rain for the last seven years
without rust problems. I think you will either sell your bike or wreck
it before it rusts through.
Of course, we don't salt the roads here either.
