In Washington County if a crime has committed we can file a complaint with the Sheriff. See the following link,

Our Sheriff also supplies a traffic complaint form. However, it seems to be designed for common occurrences. I copied this from the page linked below:
This program is designed to allow citizens the opportunity to alert the Washington County Sheriff's Office to potential traffic problems in their neighborhood or a particular location in the county. Such complaints might be repeatedly disobeying a stop sign at an intersection, drivers failing to slow down in school zones, or drivers routinely speeding at a particular location.
