Folks, the Senior mens state championship has always been just that...
an all comers event. I do believe it's generally been limited to cat 1
through 3 because any rider demonstrating sufficient racing experience
can get to cat 3 in as little as a season. (I realize that it's become
increasingly difficult to do that because of the numbers of riders that
then tend to clog up cat 3 races). But that is the history of state and
district championships at least under ABL and USCF. OBRA is free to
choose another way to approach it, but I'm not sure that "championship"
for a group that is limited on the basis of merit is much of a
championship.
I remember looking forward, as a cat 3, to riding those events because
it was an opportunity to ride a bit "over my head" and learn from the
experience.
