Based on information presented, Rider A should be questioned about the

incidents. If Rider A acknowledges the behavior happened, I would

recommend a suspension/reprimand of some kind.

I disagree that profanity, spit, and unabashed 'machismo' are accepted

and just part of Obra racing.

We need to treat competitors with respect as we try to win, place, or

show, or we run the risk of having no one to race against.

Rider B does not have to work. Rider A should recognize that, and

either drop the individual, or not get into a break with this rider in

the future.

Rider B by not working, may find it more difficult to establish working

relationships with other riders in future races. The tactic of not

working in one race may play to the short term benefit of rider B, but

in the long term, Rider B may find racing a little more difficult as

others riders catch on to the rider who will not work.
