If it is a near-miss then that means you hit them but almost missed.
Nearly hit seems more appropriate.
Don't mean to downplay the situation as I nearly hit a nice BMW at Sandy
today. Got to watch out for the sidewalk, they are invisible to drivers.

You might try the Oregon Dept of Transportation...not sure of the exact
entity, but I think there is a section that deals with complaints like that.
Also, of course, Qwest itself (although, if they are like Tri-Met, they will
go as far as to apologies for the "problem YOU had....").
