I call 911, when they answer I immediately say, ?non-emergency traffic.?

Generally, you will get triaged and then after determining where you are,

they transfer you to the right department. I?ve never reported an idiot

driver this way. But I have reported recently broken down cars, debris on

the highway... I?ve never been told that this is out of line.

I think if you contact Qwest, you will find that they take these issues seriously. I work for PacifiCorp (Pacific Power), and when we get a complaint regarding a driver, we investigate it. Safety is a serious concern for utilities, as well as the negative PR.
