Paul, what can we do as a group to help fight it? Can folks email ODOT, or
perhaps the Deschutes County Board of Commissioners? Who has the decision
making, or possibly even veto making power?
I don't live in Deschutes County, but I'd be glad to write an email to the
Commissioners, explaining how this would adversely effect tourism in their
County.

I thought you all should be aware of a proposed project by ODOT that will
greatly effect the future of Central Oregon Mountain and Road biking. ODOT
has proposed building a large gravel pit for asphalt production on what is
currently known as Phil's trail. This rock pit (quarry) would consist of a
working face (like a cliff), a flat expanse of ground below the working face
where the machinery operates, and an area adjacent to the flat area where
crushing and mixing operations occur as well as stockpiling of materials
waiting to be crushed. Typical equipment that would work in the pit would
include bulldozers, front end loaders, belly dump trucks, portable rock
crushers, shake screen decks for sorting rocks and conveyor belts. ODOT
also estimates that ODOT trucks (semis) will make around 100 round trips per
day in order to deliver the aggregate to construction sites around Central
Oregon. Most likely these trucks would access the area by using Skyliner
road. (frequently used by Cyclists, Joggers and Roller Bladers)
At this point ODOT is in the 3rd of 4 phases in the selection process. The
3rd phase consists mainly of collecting public opinion and testimony. The
4th phase would include environmental impact studies and involve only one or
two of best locations. The Phils trail area is 1 of 13 possible site
locations. Eight of the thirteen sites are found in the Klein Butte area
(Golden Triangle). Obviously this project would greatly threaten both
Mountain and Road biking in the Bend westside area.
As many of you well know Phil's Trail is the signature Mountain Biking Trail
in Central Oregon. Phil's trail is constantly featured in many cycling
publications and now there is even a beer by Deschutes Brewery named after
the famous trail (Phil's Trail Pale Ale). This project would not slow down
or hamper biking on this trail it would eliminate the Phil's trail loop.
Please join many Central Oregonians and help stop this project from taking
place on one of the finest mountain biking trail areas in the northwest.
