Actually the OBRA Chat list description states the purpose is to "...spark discussions about the sport"** (i.e. bicycle racing).
There are literally thousands of newsgroups/mailing lists where people can post non-bicycle related "informational" posts. I suppose if people insist on posting off-topic we could start a moderated group. However, I think if we are respectful of others a moderated list will not be necessary.

This is the mailing list for the Oregon Bicycle Racing Association. Our mission is to foster and grow the sport of bicycle racing in Oregon -road, track, mountain bike and cyclocross. This list is to be used to post for-sale bicycle related items and to spark discussions about the sport.
