Well, you don't actually have to go adopting sections of road usually.
Like for the I-205 bike path, there's a contact for glass/incident clean
up and it's:
Basil.R.CH-@odot.state.or.us
There are other contacts for other areas of the city (not sure what they
are). I carry the whisk broom in my backpack for the smaller incidents
because I hate to call them and have them waste critical man hours to
clean up a 2 minute incident. The bigger ones overwhelm my little itty,
bitty broom so I e-mail Basil and he has it taken care of. I don't know
the contact for the East Side Esplanade, and, Marine drive is the
Portland Parks department responsibility and they are so short handed
that it can take them like two weeks to get to it sometimes. So, I think
it can be a team effort with maybe us and the governing bodies to help
us keep a clearer bike path to where we are going.

I think this is a neat idea. (In my normal riding, I don't stop unless
it's green and $5.00+...)
I once took a pair of long-bladed pruning shears to an weed-overgrown
spot on SW Terwilliger (kind of a scary load to carry in a pack on a
bike...).
I don't know about OBRA actually "adopting" a section of road somewhere
(Rose City Wheelmen (now Team Rose City) used to maintain part of the
Old Scenic Highway, didn't they (we)?), but an occasional clean-up would
be a great community service.

of gravel that needs pushbroom attention.
It would take, what, an hour to clean up?
List the places and we can clean up certain areas that need it.
Like the bike path under the bridge at Marine Drive and I-5 entrance (I
use it to go to PIR) has lots of glass due to the nightly activities.
I could see a few guys/girls going out on the back of truck following
the bike lane on N Vancouver and sweep up areas that cause headaches. I
would gladly be part of that. Not much time or effort and think of the
headaches of not having flats during the winter time.
Just a thought. And thanks Steve Long, a great teammate, for cleaning
up someone else's mess. Same to the others. A good teammate!
