Shimano still makes the front derailleur. Shimano

Nexave T400-S Top pull. However ist's only 8spd this

is the front derailleur that was stock on Trek's first

cross bike (1999 or 2000, gold color I believe)Check

the 2004 Shimano catelog page 48. I know QBP stocks

this part I myself was looking at the same problem,

but I went with a Shimano XT (FD-M761)dual pull, top

pull or bottom pull. As long as you are using a 48

chainring or smaller it will work fine and its 9spd.

There is an alternative part available which allows you to use a

standard bottom pull road derailler on a bike with top tube cable

routing... it's a little pulley:

My ALAN frame has a similar part on the backside of the seat tube, just

above the BB. The pulley screws into a little threaded hole like a

bottle cage does. I don't know if that pulley part will fit your

diameter seat tube but worth a try.

I am sure that others picked up on this as

well. I don't think that Shiimano has ever

made what you are looking for, an RSX was a

COMPACT size chain ring.

The way shimano made it work is with a Clamp

that mounts a Braze on style front

derailleur. You end up buying two pieces, a

clamp in the proper diameter and a Braze On

Derailleur.

I know that Bike Gallery keeps them in stock.

But I am sure that other dealers in the area

do as well.

Or if you want Loose Screws carries them.
