OK. There is reciprocity for membership requirements between OBRA and the
other FIAC organizations; ACA and ABR. For USAC (USCF and NORBA) there is
only race category reciprocity and not membership reciprocity. (The
category reciprocity does not extend to Cat 1 road/track or Pro NORBA.)
Since virtually all the races in WA are USAC races there should be a
requirement for you to purchase a one-day or have an annual membership. On
the other hand, USAC is particularly lax about enforcing their rules, they
have no system to see that they are enforced. In addition, many race
registrars don't really understand the subject and just want to see some
sort of card and they are happy. Occasionally the race organizer will cover
the costs of one-days, or simply not report those numbers to USAC and not
pay them. USAC has also occasionally waived the membership requirement for
some events, although it is not clear to me that this is ever done
officially. Even though there should always be a requirement to have some
type of USAC issued membership at a USAC race it is often possible to scam
the system.
