a very tiny correction here-
what i thought was a 40-year plan for construction at hagg lake was actually a 40-year plan for regional water needs. a very optimistic plan calls for work to occur from 2008 to 2011. some road will be relocated in order to maintain the belt.
there should be an article in the oregonian in the next week or two with further information and a map.
