I do not know the answer, but this again raises an
issue which I have raised before, about us OBRA
members also joining the Bicycle Transportation
Alliance.

OBRA is a bike racing org, the BTA is a bicycle
advocacy organization, that deals with issues like the
one you raise.
Membership in the BTA costs less than what some (most)
of us spend on one nice tire or a weeks worth of entry
fees.
