Actually this was the subject of discussion at the annual meeting a few
years ago. The vote was finally that the rule would be:
8.5 - AGE GRADED CATEGORIES
Racing age is defined as the age the rider will be on December 31 of the
current year. Age graded races are defined at the discretion of the race
organizer subject to the following:
MASTERS may be any age range 30 or older. If no age range is stated on the
Entry Form/Race Announcement the default age will be 40 and older.
JUNIORS may be any age range 18 or younger. If no age range is stated on
the Entry Form/Race Announcement the default age will be 18 and younger.
This means that if a specific age range is designated then riders outside
that range, whether above or below, are not allowed to compete. This allows
races to permit "riding down" by stating the age as, for example "40+" or to
prohibit it by specifying a closed range such as "30-39". As for
Championship races there is also the rule:
7.0 STATE CHAMPIONSHIPS
State Championships will be designated by the OBRA Executive Director
That would be Candi. To keep alignment with what is done by the current
National Governing Body she has asked that the State Champs have a closed
range.
For the few of those who might care about my opinion I argued that the
default position should be to allow Masters to ride in younger groups and
Juniors to ride in older groups. The majority vote, however, disagreed.

there is a limited number of parking spots available at the finish line
and the KOM/QOM line, It would be a good idea to carpool to the locations.
