I think you have missed a point. People do not appear at a race regardless.
The point is that, with the exception of a few elite events, they are not
more likely to go to races that have bigger prize lists. They are more
likely to go to races that are well organized, well publicized, run on an
interesting course, have an interesting format, etc. The problem is occurs
when the race organizer spends his limited resources on developing a prize
list rather than the other things that are more likely to make for a
successful event.

The summary I get from most of the emails regarding prizes is a prize list
does not matter, if the race exists the riders will appear regardless. I
disagree. If this is true it certainly would be true there is no need to
regulate the awards. If a promoter has the ability to acquire a nice prize
list the promoter should be allowed to give away prizes. If a promoter is
not afforded the luxury of a prize list it won't have an affect on numbers
according to most of the emails on this subject. Where is the so called
pressure on the promoters of a prize list if people participate regardless
of prizes?
Let the free market prevail in bike racing. Let the promoters decide when
to award prizes. I don't think there is a problem to be solved.
