No, but that's an awful lot of work. I'd head over to Citybikes (either
one on Ankeny) or CCC (on Alberta) and see if they have a stem with an
appropriate quill diameter and configuration.
Schwinn always made things a little difficult with their 13/16" diameter
stems.
