hmmm... I have seen this plate before!
Since 'it' lives in Washington, you can not go to the DMV and get driver
information, unless you present proof you are an insurance investigator
or police officer (Washington does things differently than Oregon in
this regard).
Still, I have seen this 'plate' in downtown Vanc on frequent occasins
(which is near to where I live), so it would be itnersting to get a look
at this 'tough guy'. He sounds like a real renaissance man.

Was this reported to the police? Sounds like they have some good suspect
info with the plate and driver description.
