You may have a good criminal menacing complaint against the individual
you described. Menacing involves intentionally putting a person in fear
of imminent serious physical injury and it is a class A misdemeanor. I'm
not currently assigned to patrol, so I can't take a report from you, but
you can call 629-0111 (non-emergency dispatch number) and ask to see a
deputy, one will be dispatched to investigate.

(I'm assuming that the house is on the Washington County side of the
county line, since it runs right through that area.)

does this guy have a red pick-up? a number of times i've had someone
drive up dangerously behind me and lean on the horn on Brush College,
usually heading NW.

if you need any more witnesses....

also, i am a director with Cycling British Columbia (am recent
transplant to Salem) and past president of one of the largest racing
clubs in British Columbia, so I am probably fairly credible as a bona
fide expert in the area of bike safety and what might be considered
reasonable motorist behavior. I have also driven a truck for a summer
student job (coca-cola), so could potentially also pull out a
"professional driver" card as well.

BTA and I are suing a guy in West Salem who honks and harasses riders on the
road near his house so for a couple of hundred dollars for a filing and
service fee it is possible to bring these people into civil court even if
the police won't do anything. There's no real money in it but for the cost
of filing and the time it's a pretty good investment in shutting this sort
of behaviour off on a case by case basis.

dog then approached me growling and trying to get behind me and attack, I
kept moving away from the residence while the dog continued to advance on
me. The male continued to yell profanities at me and encouraging his dog to
attack me. There was a female at the residence that was trying to call the
dog back, but it failed to listen. I was approximately 100 ft from the
house with the dog advancing at me from the middle of the street blocking
all vehicular traffic and unconcerned that there were vehicles in the
roadway when it finally gave up and went home.

The residence in question is a small red house on the north side of the road
sits back a little ways. The mail box at the roadway is very distinctive as
it has a set of vehicle exhaust headers painted orange and green. I advise
everyone to be careful of both the dog and the redneck drunk male owner.

I will be contacting Washington County Animal Control tomm to have the owner
issued a citation for animal at large and hopefully an aggressive animal
charge. Unfortunately I don't think the owner broke any arrest able laws,
but be careful as I don't think he was far off from wishing to fight.
