I just gave $6k to the CCC [Cascade Classic] because the masters race is
run by OBRA. [ie: not taxed by USAC - hipp]

You can set the cap to something rather
large so that existing fees gathered by
the USCF are largely (or completely)
unaffected. The half-dozen races which
are at or near the cap will be encouraged
to increase their prize list without paying
exorbitant fees to USA Cycling. Others
might be encouraged to drive up their prize
lists (and $$ to USCF) to reach that cap too.

It's a compromise to be sure, but perhaps
a few very high-value events will give the
sport some panache.
