Max "Rush Hour" Exclusion of Bikes

I find it insane that MAX operators take the time and effort to make
cyclists get off the train while meth and crack smoking vagrants that curse
and harass passengers are never asked to leave!

The problem I run into, is that the rules say you need to where the bike
hangers are, and you have to guess where there are openings as the train
pulls up. And what do you do if the bike spots are full?

Yesterday a Max driver advised me that I could not board the train with my
bike because it was the "rush hour train" at 4:45pm. I've never heard of
that before and have been using the Max from time to time in connection with
my bike commute from Hillsboro to downtown Portland for the last four years.
Is this a new policy or was the driver mistaken? It was crowded but the
designated bike hooks were open so there was plenty of room. Whats up with
that?
