I used to have this problem with my son when he started racing BMX at 5.
There are companies that make BMX shoes that will accept SPD type cleats,
but they are wide and can be a problem with some other types of cleats. My
solution was to buy kids soccer shoes with hardest and stiffest plastic sole
I could find, shave off the cleats and then drill through the sole to mount
the pedal cleats. This was a common practice in BMX circles and works pretty
well, even when the kids were jumping and sprinting pretty hard.

some. The smallest shoes I seem to be able to find are
women's 36.
