The downgrading rules for OBRA and USCF are:
"Downgrade Guidelines: Riders who do not score points in a 12 month period
may elect to be downgraded one category.
Riders will not be downgraded lower than Category 4. "
Of course, here in Oregon most races offer a Cat 3 field since that is the
largest group. The point is that riders may not self select and
categorization is based on specific criteria and does not change back and
forth from race to race.

If a USCF Cat. 3 can show a pattern of near-last place finishes, and most
races in the district have no alternative, other than 1, 2, 3 mass starts,
then a case can be made for downgrading. This requires written approval
from USCF, and should not be taken lightly.
Riders in Texas, for example, don't generally have this problem, because the
3's get their own races. If a Texas 3, moves somewhere where they will
routinely have to compete with the team that won the Tour of French Guianna
(sp?), it can prompt some soul searching.
I did not mean to imply that a rider can race without the proper
documentation.

I thought that OBRA rules require a rider to race with his or her category
and not "downgrade" just because they don't feel like competing in the race
category they fit into. If that's true, then "just ride Cat. 4" isn't
really a valid option for a Cat. 3 racers.
