FYI. I purchased a USCF liscense online today. I was assinged cat 5 across the board. I immediately applied for an upgrade to cat 3-cross and cat-3 road simply stating that these are my obra catagories. I was granted the upgrade via email within a few minutes. Given that obtaining a recipricol liscense seems to be no problem, I think the current system works just fine.
