Check with city bikes and community cycling center. they routinely have decent road frames for under $40 or so. Wheels can be had or built for around $100. the rest of the parts look around, check with the city bikes, stems are dirt cheap there, handlebars, seatposts, seats, downtube shifters, derailluers, brakes all can be had for next to nothing... you can forego brifters, even index shifting. stay with square taper bb, cranks, shimano freehub and cogs, and you cant go wrong. Have the kid help put together the bicycle or do some volunteer work at the ccc to learn how to wrench a little. the speed difference between said bike of probably under $250 and that worth $2000 will probably be less than 0.5% on the flats, and maybe 5% climbing. Also for now, and to save money and time, just set up a single speed with fenders...
