Since I grew up in the L.A. area (eek! Invaders From California!), I have to say that Portland at least *tries* to be bike friendly. It's a long way from European cities, but bit by bit it's getting there.

As to least friendly city- the body count from Florida sometimes takes me aback. Somewhere in the Sunshine State, maybe?
