As far as question 2 goes, you can ride on the sidewalk and across
crosswalks, but you have to keep at "walking speed" which is typically 3
MPH. This, by the way, is the loophole a motorist can use after they
run you down in a crosswalk: "He just came out of nowhere going really
fast, officer. I didn't have time to slow down."

You've obviously never tried to cross an uncontrolled street. The whole idea is to give a pedestrian a chance to "get out of range." A lot of people have no idea where the right side of their car/van/truck is. I've seen drivers pull across a cross walk in a "gotta make the light" right turn with people stepping off the curb. I've been told that in certain east coast cities, pedestrians are not shy about dragging a set of keys along the side of an offensive car.
