George, The State of Oregon Oregon produces a Cyclist's Manual
( http://www.oregon.gov/ODOT/HWY/BIKEPED/ ) and the State of
Washington integrates cyclist's rules with driver's rules and advice
in it's Drivers Manual ( http://www.dol.wa.gov/driverslicense/
driverguide.pdf ).
Besides these "official" manuals there is an excellent book by John
Forester on the subject as well as a number of web resources, such as

or, just google "bike safety" or "effective cycling" or even just
"cycling".
