Good Day All,
A few years ago, about 2 or 3, the City of Portland set up a planning
committee to plan improvements for the parks in general and for Mt. Tabor
specifically. There were many planning meetings and about 6 or 8 public
meetings. I attended 3 of the public meetings to express my wish to have
the "Off Leash Area" removed from Mt. Tabor. I met with vociferous
resistance from dog owners. Now I must tell you all this. I am a dog owner
myself. I never take my dog off his leash when we walk. My wife was on the
planning committee set up by the city. What you all need to know is this.
The city government knows that people let their dogs off the leashes in Mt.
Tabor. There is no longer an "Off Leash Area" in Mt. Tabor. The elected
city officials, and the hired city workers will not enforce the law when it
comes to the dogs. I know this from first hand conversations. If fact an
aide to one of the councilman openly violates the law every day. With the
expressed approval of his boss, an elected City Councilman. He told me so.
This is what I recommend. If, in fact a dog that was not on a leash and
otherwise was not controlled or restrained, then sue the bastards. Sue the
City of Portland, sue the dog owner, sue everyone in sight. Through the
courts, a Liberal Playbook Plan, is the only place where public policy can
be constructed. Sue them all!!!!! Good Luck and Happy Hunting!

Yes, there was a big crash in the Cat. 3 race. On the fast descent, around
the
big sweeper corner, mid-race. From my perspective near the front, a man
and
his dog (off-leash) decided to walk across the course in an area that
didn't
have any course marshalls, and no trailheads. He barely made it across,
but
the dog froze in a panic as it saw a pack of cyclists heading straight at
him
at 35-40 mph. Brakes locked up, rubber burned, and a girlish scream was
followed by that ominous silence before scraping/grinding sounds. I didn't
see
it, only heard it behind me.
I have had problems before in the park with dogs off leash. Actually had a
dog
run after me and leap at my front wheel, bending it at Mt. Tabor. He
seemed to
be having all sorts of fun. I believe that dogs are required to be
on-leash at
Mt. Tabor.
