Oh, and I though that loop was a cupholder. With a straw you could just take a drink while you riding in the drops.

The corresponding OBRA rule is:
"9.3.1.5 The handlebars and stem will not present a danger. Handlebars that
allow for support of the forearms may not be used in mass start events. "
The Synapsi bars are not allowed in OBRA mass start races.

According to the USCF rulebook Rule 1J1d:
Available at http://www.usacycling.org/forms/USCF_Rulebook.pdf
"...Handlebars used for steering with ends, features, or attachments that
extend forward or upward or that provide support for other than the the
rider's hands are permitted only in time trial and pursuit events..."
Full text of rule:
"(d) The handlebar ends shall be solidly plugged and attachments thereto
shall be fashioned in such a way as to minimize danger without impairing
steering. Handlebars used for steering with ends, features, or attachments
that extend forward or upward or that provide support for other than the the
rider's hands are permitted only in time trial and pursuit events (not in
Team Sprint); however, attachments that point upward on the brakehoods of
road bicycles are allowed if the distance between them is greater than 25 cm
(9.8 inches). [disqualification]"
