Personally I'd ride Hwy 6, (Wilson River Hwy) to near Banks, where you connect with Hwy 26 (Sunset Hwy). Busier roads, but good shoulders. While the Nestucca River Rd has less traffic, it has that previously mentioned gravel, and once you get to Carlton, you've got to negotiate the busy Hwy 47 (with no shoulders) to Gaston, or take the even more round a bout route of Hwy 47 South to 99W then on through all the little bergs along the way. Not my idea of a safe ride.
Keep in mind that my answer is colored by riding 23c's and having recently been hit by a car while on my bike.
