I go to Bally's Downtown, and use the downstairs section w/all the freeweights.  It's awesome.  Sure, there's guys standing around, but I've learned that alot of them know what they're doing.  I've seen fellas squat close to 350 lbs with reps of 4X12!  Nuts!  So of course they've got to take 5 minute rests in between, doing what looks like flexing in the mirror.
One time I asked this huge meathead if I could use the squat rack after him, and he says sure.  He's done, so I start peeling off the four 35lb weights off each side
of the bar, and replace them with one 10lb each side.  He says, rather insightfully, "Doing adaptation, huh?"  "Yeah, it's the beginnig of the season for me", I say.  "What sport?"  "Bike racing" He starts waxing about how the cyclists he knows are way strong in the gym and can squat more than he can, but they start out small at the begining of the season too.  It turns out he's an ex-National competing power lifter, and now plays amateur rugby.  He says, "Make sure you keep your feet close together... you've got to simulate the pedal width.  Us rugby players keep them far apart, but you shouldn't."  Words of wisdom.  Nice guy, too.
Remember, if somebody stands around, it's probably because they need to.  There's more than one way to lift weights in the gym.  Some methods
are for size, some are for strength, or power, or endurance...  As a cyclist using periodization training, you should be doing all of these phases at some point in the season, right?
If you want to work in a set with someone on a machine, just ask.  Anyone who sits on the machine during rest is lacking in gym etiquette, and can be politely reminded.  As far as the free weights go, just wait your turn.  Nobody wants to stack and restack weights, or to miss the right intervals of rest/work.
