II. Review of OBRA Programs and recommended changes
A. Best All Round Rider Competition.
1. - change points assignment from top down to bottom up. This would give
fewer points to races with less than 15 riders.
2. - change mtn bike by separating out downhill/super d into their own
tracking field

B. Lifetime membership- Offer lifetime memerships for riders/families. They
will retain the same number with special designation
C. Score Cat 5 BAR separately from Cat 4
D. Suggest Jr age graded races be listed as Under 12 instead of 10-12
E. Suggest Modifying reciprocity agreement to only honoring suspensions for
valid suspensions

III. Rule Changes
1. Last 4 K in a Stage Race- Must be announced prior to start
2. Drug Testing-change wording to make riders responsible for knowing the
updated banned list
3. The radio proposal is for 2 way radios only to be ok in Sr ½ events. And
to clearly disallow audio playback devices.
4. Jr Gear restrictions- enact the same restrictions as USAC
5. No article or clothing may be worn that serves solely as aerodynamic
purposes
6. Prohibit two races for occupying the same venue at the same time
7. Change women upgrade rules to count races with less then 20 riders for a
Cat 3 to Cat 2 upgrade
8. Require all clubs with greater then 5 members to send one person
through official?s training
