Fyi... the new policy on licensing from Cycling British Columbia.
I believe the international license costs $150 for both senior and
junior athletes.

Non Resident Racing Policy, Cycling British Columbia
Cycling BC is affiliated to the Union Cycliste International through our
membership in the Canadian
Cycling Association. International and national regulations require that
our association uphold the
license regulations of the UCI and respect the license requirements of
other national federations.
Given the close proximity of US cities to the Canadian border, the
Canadian Cycling Association has
requested that we remain cognizant of all regulations pertaining to
participation of US residents in
races sanctioned by Cycling BC. The following information is provided to
assist clubs and race
organizers determine the race eligibility of non-residents.
1. UCI License Holders: A rider holding a 2007 UCI Race License
regardless of origin are
eligible to participate in any race in British Columbia that is
sanctioned at a multi-club level
or higher.
2. USA Cycling Regulations: USA Cycling requires US residents to hold a
UCI License
before competing in races outside the USA. Consequentially, a rider
holding a Domestic
Race License (USCF, NORBA) or a non UCI License (e.g. ORBA license) can NOT
participate in any sanctioned or club level event in British Columbia,
this existing policy is
referenced on the USA Cycling website:
"Racing outside the US?
If you are interested in competing outside the United States,
including events in Canada
and Mexico, you will need United Cyclist International (UCI) license and
a Foreign
Permission Letter. Foreign Permission Letters may be requested from you
member service
coordinator at the USA Cycling national office.
A UCI license application must be completed and submitted to USA
Cycling membership
with proof of citizenship for licensing. Such proof includes a copy of
your passport or birth
certificate (you do not need to submit proof every year).
The cost of a UCI license is $150 and includes NORBA and USCF
domestic licenses to
compete at USA Cycling events in the United States."
3. Non Resident Medical Coverage: Non-residents of Canada are ineligible
for Accidental
Death & Dismemberment Insurance Coverage under the Cycling BC/Canadian
Cycling
Association policy. Consequentially, riders that hold a UCI License
issued by another
country (USA, Mexico, etc) are required to provide proof of medical
insurance valid outside
of their country or residence to Race Organizers prior to competing in a
race.
4. Club Activities & Membership: As non-residents of Canada are
ineligible for AD&D
coverage from our insurance program, US residents are ineligible to
become members of
clubs affiliated with Cycling BC (i.e. Associate Members).
5. Race Sanction Level: As US Residents are not eligible for Club
Memberships, Race
Organizers must sanction their race at the Multi Club level or higher if
they wish to open
registration to non-residents and those non-residents must hold a 2007
UCI Race License.
6. Commercial Event Insurance: the purchase of a Commercial Event
Insurance by a club or
race organizer does not provide the clubs or race organizer with the
ability to allow
participation from non-residents of Canada.
