the problem with neutral support is that someone has to be responsible for them. Someone has to bring them to and from races, and they have to be maintained (flats, broken spokes, bearings, worn cassettes, cleaning). Many riders have more than one bike or training wheels separate from racing wheels, and it is easiest if they bring them. I assure you that the people who do not have an extra set of wheels constitute a very small group, and if others bring their wheels, there will be a sufficient number of wheels to cover everyone. There is no reason to over-complicate this, as it has more to do with laziness than anything else.
