This rule applies to all races held on the road, i.e. including TTs. Riders
may use a radio that communicates others at Estacada or any other TT. You
may NOT use them in track, mountain bike or cyclocross races. Riders may
NOT use an iPod or other audio playback device in any type of bike race.

include Category 1 or 2 riders and no not include Cat 4 or 5 riders. Audio

In this case does the term "road races" include Time Trials?
I didn't see anything else regarding radios in the rules. So if this does
not apply to TTs then could the Chief Ref of Estacada - excuse me, Beautiful
Estacada :-) - please comment on what is allowed?
