Cycle Stop

If I may add, the city doesn't get any money from
those tickets, that would have to go to a municipal
court, which portland doesn't have. It goes to the
state and to the county...

There is no legal requirement in Oregon to put a foot down, although some police officers believe otherwise from time to time, as I can attest from personal experience in areas outside of Portland. The Portland police are a bit more savvy. I cannot speak for the rules in Washington, however.

How about the fees collected by the city on cycling infractions go to making
better bike paths and other alternate routes in Portland? There is such
issue of funding. That might get ride of the issues with cyclist vs cars vs
peds. Maybe that would be too easy.

I have personal knowlegde that "no forward motion" is what the portland police look for.

So if you can track stand and have no forward motion you are a-okay.

I also think part of why the Portland pOlice are doing so much bicycle ticketing right now, is there is a new program for bicyclists who are given traffic tickets, they (as axle mentioned) go to a $30.00 traffic class, and then the case gets dismissed, if the violation is one of the elegible violations. However you can only go to the class one time.

So lots of cyclists right now are getting tickets and going to the class, but will be out of luck if they ever get a traffic ticket on their bicycle in portland again.
