Don hit this just right.... We want the great competition that comes with
out of state riders being in the OBRA mix, but some designation for those of
us that actually live in the state makes sense. His point that the honor
system is how it all works is very true as well. If someone wants to work
around the rules in some unethical manner they will... that is expected from
that type of personality. If in fact they do that... Kharma will take care
of them at some point and we need not worry.
