A lot if people are still joining. they may race a lot. do you want ot prevent them form winning a medal. Frankly, if someone is better, let them win the medal. If you want a cut off, i think the easiest way is to not let someone purchase one the day of the race and qualify for a medal. It is fair to people who may register a bit later and does not have the management headaches that an approach like Greg's would have.
