"Colleagues, in the Oregonian this week, the US Census Bureau announced
Portland is the number one city in America for bike commuters. More
people bike to work in Portland than any other large city, eight times
the national average. Bike commuting in Portland has doubled in the past
five years.
Also in the paper, a column by Steve Duin talking about the tragic death
of a cycling advocate in Washington County this week.* The cycling
community and some prosecutors are outraged that Oregon doesn't have a
vehicular homicide law; we are one of four states that doesn't have such
a law. In the most recent case the driver will likely get off with a
thousand dollars in fines. Colleagues I sponsored a bill on behalf of
the Washington County Bicycle Transportation Safety Alliance to give
Oregon a vehicular homicide law to punish drivers who kill people with
their cares in a reckless manner. That bill never even got a hearing.
I also sponsored House Bill 3020 to allow families to pay for bike
memorial signs to honor their loved ones and increase public awareness
about bikes and cars sharing the road.
House Bill 3020 is languishing in the Ways and Means Committee and it
has no fiscal impact
My friend Eric Kautzky was killed riding his bike Father's Day weekend
two years ago. House Bill 3020 is Eric's Law. We've also heard from the
grieving widow of the cyclist killed last weekend and she would love to
put up a sign to remember her late husband using House Bill 3020. Let's
move House Bill 3020 before another cyclist dies!"
*Memorial Services for Tim O'Donnell, killed last weekend near Cornelius
were also held Friday.
