No he cannot. If the age is defined with lower and upper ends, there is no
racing out of it.

Is this allowed? Can a Junior, racing age 10 race in the 13-15 category? Can
a junior racing age 9 race in the 10-12 category? Can a master, racing age
47 race in the 35-39 category? There seems to be some confusion here. Can
