Have you asked the race organizers what their requirements are?

OBRA racers are sanctioned by OBRA. OBRA is not the USCF, nor the UCI.

The local cross races are OBRA events, so an OBRA license is required.

If you want to compete in a race sanctioned by USCF or UCI, you'll need a
license from those entities, just like you need an OBRA license to race here
in OBRA-land.

why can OBRA run the UCI? Sal? Candi?

I don't think Candi has the time to run the UCI, even with Mike's help ;)
