drop out question

Yes this is a steel frame. The drops are measuring about 9.89 mm slight
difference here and there and side to side. They are rough to the feel.
I'm going to file them flat and smooth and see how that works.
I live on the coast so it's not always convenient to drive out to the
metro area. If I need to bend them out then I will defer the task to you
experts. I appreciate everyones input. I consider this vast knowledge
base a neat perk to being an OBRA member.

Dan,
The axle is solid, no threads. It's a new Reynolds Alta Race Road
Wheelset. Is a 10mm axle

I am having trouble mounting my new rear wheel on my Colnago Master
light. The front wheel slips right into the fork but the back one is not
slipping into the drop outs. I measured the axle with digital calipers
and its dead on 10mm the old axle measures about 9.79mm. Before I get
out the hammer and file anybody know wassup?
