I got a discount because I had several frames, but I think his single-bike price was around $75 (includes sandblasting).

I suggest a powdercoat for a utility bike. Super durable, decent finish
(not quite paint quality tho), best for single color.
Brooker Enterprises can do it (blast and powdercoat) for $100. 37th and
Powell. http://brookerenterprises.com/ They paint for shops around town
and they tend to schedule a bunch of bikes together so find out when they do
their next run.
They are finishing up my fixie soon, and they have painted frames hanging in
the window if you want to take a look. There are other places around town
that can do it, there's one farther out towards 82nd, can't remember the
