Okay so...now what? Are people going to just continue to email this
alias of horror stories and thoughts or are people going to actually do
something about it?

Sounds like cyclists using Oregon law to get courts to issue citations
is one way, but another way would be to funnel this energy into an
organization like the BTA to get some legislative change.

And Portland is supposed to be a bicycle friendly city....ugh.....

In the early 90s I was living and racing in the Auburn, CA area. I was
supposed to go on a training ride but didn't make it down to the shop in
time. The group as normal pulled out of the bike shop lot and headed west.
About a mile from the shop the group was going downhill around a nice wide
corner. There are no bike lanes there, but there was no traffic so the
riders were in the middle of the lane. A car came up the hill, cross the
double yellow line and hit and killed one of the riders. No citation was
issued as the riders were not to the right side of the road (where legally
they didn't have to be at that time) and since it's not a blind corner, the
cyclists had plenty of time to see the car coming up the hill to avoid the
collision.
